A schoolteacher by profession, it was her husband William Ross that entered politics first, being elected Governor of Wyoming in 1922. Unfortunately, William Ross passed away shortly thereafter in 1924 and Nellie was nominated to replace him and although she refused to campaign, she easily won the election.
